Virginia Foxx, a feisty former community college president and conservative stalwart, is a champion of a frugal federal government that she says stays “as close to the Constitution as possible.” She used this line of thinking to hew closely to then-president Donald Trump’s administration, which she staunchly supported. Foxx was president, and later a consultant, at Maryland Community College in Spruce Pine, North Carolina, from 1987 to 1994. She also served as deputy secretary for management in the North Carolina Department of Administration under Governor Jim Martin.
