After serving as a state representative, city councilman, and state senator, Carter was elected to Congress in April 2021 to succeed Democrat Cedric Richmond, who resigned in January to become a senior adviser to President Joe Biden. Carter supports a large-scale infrastructure project, raising the federal minimum wage, and overhauling criminal justice laws and policing procedures. While Carter’s Democratic bona fides are undeniable, he said he avoids hyper-partisanship.
