Peters worked for the Environmental Protection Agency before attending law school at New York University. Upon graduating, he practiced environmental law and served as deputy counsel for San Diego County. He was elected to the San Diego City Council and served two four-year terms before being named to the board of commissioners of the Unified Port of San Diego.
