For Norma Torres, the only member of Congress born in Central America, immigration policy is personal. Torres, who fled Guatemala when she was five, has pushed for funding and policies to help mitigate the root causes of migration from the Northern Triangle countries of Guatemala, El Salvador and Honduras. Torres worked for more than 17 years as a dispatcher for the Los Angeles Police Department and ran for local office in 2000, serving first as a council member and then as mayor of Pomona.
