Hal Rogers is a white-haired, cigar-smoking, old-school politician who looked after one of the country’s poorest congressional districts while climbing the ladder of seniority on the House Appropriations Committee. Rogers was a radio deejay and attorney in private practice in Somerset before beginning his career in politics.
