Hal Rogers is a white-haired, cigar-smoking, old-school politician who looked after one of the country’s poorest congressional districts while climbing the ladder of seniority on the House Appropriations Committee. Rogers, who has served Kentucky longer than any member of Congress, has a long history of tucking home-district projects into appropriations measures. Rogers was a radio deejay and attorney in private practice in Somerset before beginning his career in politics.
