Emanuel Cleaver, a Methodist minister and civil rights activist who grew up in a two-room Texas shack that once housed slaves, is a vocal advocate for voting rights, a strong social safety net, and affordable housing. Cleaver, a member of the Congressional Black Caucus who is solidly on the left side of the political spectrum, has tried to keep a civil tone in Congress in an effort to reach accord with conservatives on at least some issues.
