After 20 years in the Navy, much of it on ships, Elaine Luria represents a swath of southeastern Virginia in Congress that includes the largest naval base in the world, is near the huge Newport News Shipbuilding complex, and has the largest population share of civilian veterans of any congressional district. Her priorities include improving the quality of life for veterans, revitalizing American shipbuilding and manufacturing, and protecting Virginia’s coast from the effects of climate change.
