Robert Garcia was born in Lima, Peru. Garcia earned a B.A. in communication studies from California State University at Long Beach, an M.A. in communication management from the University of Southern California, and an Ed.D. in higher education from California State University at Long Beach. His career experience includes working as a professor of public policy and communications at the University of Southern California, California State University at Long Beach, and Long Beach City College.
