Whether he’s in the Senate majority or minority, Rand Paul has persisted in a longtime crusade for a smaller federal government and a less interventionist foreign policy. The Kentucky senator with libertarian impulses called attention to a rising national debt after multitrillion-dollar spending packages were enacted during the Donald Trump and Joe Biden presidencies to combat the coronavirus pandemic. Paul, who sought the White House in 2016, is a dogged advocate for checking presidential power, including curbs on what he calls “forever wars.” He earned a medical degree from Duke University and set up an ophthalmology practice in Bowling Green, Ky. In 1994, he founded Kentucky Taxpayers United, a watchdog group tracking taxation and spending issues in the Kentucky state legislature until it disbanded in 2000.
