Marco Rubio, a child of refugees who left Cuba and opposed the Communist regime of Fidel Castro, has gained broader influence over U.S. foreign policy during his tenure in the Senate. He’s been a leading voice for sanctions on China and Cuba over human-rights issues and countering national security threats from China, Russia, and North Korea while seeking to bolster pro-democracy movements in South America. He was elected to the West Miami City Commission in 1998 and just over a year later, at age 28, he moved to the Florida House in a special election.
