Lisa Blunt Rochester, the first woman and person of color to represent Delaware in Congress, has legislative interests that include public health, environmental stewardship and jobs. Her health and labor initiatives dovetail with her past public service as deputy secretary of Delaware’s department of health and social services and as the state’s labor secretary. Blunt Rochester’s public service career began after meeting then-Rep. Tom Carper, working as a constituent caseworker. When he was elected governor, she joined him as a policy adviser.
